NATIONAL STANDARDS FOR COMMERCIAL VESSELS

 
 

NSCV is the national standard for commercial vessel operations. Australia has progressively moved since 2005 from State based to a National Standard (NSCV), which fits in with the International Standards (STCW 95) and is recognised by many countries who have also signed the STCW agreement in 1995, under the International Maritime Organisation (IMO). 
The Standards cover: vessel design and construction, the crewing and operations of a vessel.
 
 
One of the critical elements for any person who is seeking to work in the Marine Leisure Industry is to maintain a Record of Service Logbook (ROSL) Qualifications.  So, not only is it critical to do the study and complete the theory, it is also critical to have time on board Commercial Vessels which provides the opportunity to practice and consolidate the theory.

This ROSL must be signed off by the Captain or Owner of the Commercial Vessel, and must include the Vessels Commercial Registration Details, the Area of Service where the Vessel operated, the Number of Days on Board, and the duties performed.  In Airlie Beach, this Seatime can then be Stamped/Endorsed by the Maritime Safety Office located on Shute Harbour Road in Airlie Beach.  The ROSL is very important to the owner, and it is as important as a Passport so it is critical to keep it safe. 

The ROSL can be used as evidence of Commercial Seatime and can be shown to authorities and commercial companies to validate time at sea and duties performed.

 
EXAMPLE CAREER PATH
The Sail Learn to Earn Program is offering participants:
1) a chance to work on a yacht in the Whitsunday during their gap year, or:
2) opportunity to develop a career in the marine tourism industry, the critical point to know is that we are offering the start to a few years of on-going training and development, along with the critical element of gaining commercial seatime.

In our operational companies Hosts and Deckhands follow this process:
1) Sail Learn to Earn Program.
If people want to go on further with their development, then between 2 and 6 months after starting employment with us (can be earlier if the person is keen), the next phase of development is:
2) Recreational Ship Licence - 1 Day course $160 (this provides crew the licence to drive the tender with the guests)
3) Elements of Shipboard Safety - 2 day course $280
4) Senior First Aid Training, including CPR and Oxygen Providor - 1 day course $130 Once the qualifications (2,3,4 above) are inplace, we give the person a wage rise to Crew Level 2.
We also encourage the person to get their Radio Operators Licence for the VHF Radios.
 
Then, the next phase, our crew will then do either: the STCW95 Course (if they want to go overseas to work), or the Master Class 5 if they only want to Skipper in Australian Waters. The critical element is the commercial seatime, which is 240 days for partially smooth waters, or 600 days for Open Waters.

What we have experienced in the past is young people who start working with us going on to work:
a) overseas on White Boats, becoming 1st Mates and Masters. One young lady who started with us as an 18 year old host, is now based in Antibes France, and is Chief Officer on a 52 Metre Luxury vessel.
b) Oil Rigs both overseas and in Australia
c) Cargo Vessels in international waters
